Belén Martínez Carbonell, Managing Director in the European Union’s External Action Service (EEAS),  is responsible for Global Agenda and Multilateral Relations since 1 September 2021. 

Previously she held the position of Director for Human Resources of the European External Action  Service (EEAS) from April 2018 until 31 August 2021. Before assuming this function, she was the Head  of Policy Coordination Division in the EEAS in charge of preparations of Foreign Affairs Councils for the  HRVP among other tasks.  

Before this Belén Martínez Carbonell had worked in various functions related to external relations at  the EEAS and the European Commission, including as Head of Division for Andean Countries, Member  of the Cabinet of the Trade Commissioner, Member of Cabinet of the Commissioner for External  Relations, Political Counsellor at the EC Delegation to the US. 

Belén Martínez Carbonell holds a MA in International Relations of the Université Libre de Bruxelles  and MA in European Studies from the College of Europe.
