Michal Kiča is the State Secretary of the Ministry of Environment of the Slovak Republic. Previously, M. Kiča has held the position of General Director of the Legislation and Law Section at the Ministry. Prior to his positions in the Ministry of Environment SR, he provided legal assistance in proceedings for various non-governmental organizations focusing on the protection of the environment or cultural and historical heritage, as well as representation of individual petitioners in proceedings before the European Court of Human Rights.

Michal Kiča is a graduate of law at Comenius University in Bratislava in the Department of administrative and environmental law.
