Tomas is a Resident Fellow at the European Space Policy Institute (ESPI) in Vienna, Austria. Previously he was a visiting Fulbright Scholar at the Space Policy Institute of the George Washington University in Washington, DC, and a researcher for the Space Security Index 2017 project. Tomas holds an M.A. and Ph.D. in international relations from the Matej Bel University in Banska Bystrica, Slovakia.
